I don't have the full text which that bill modified, but it sounds like as long as you don't harvest it it's legal. No one will ever kick your door down for having salvia if you're not selling or trading it. If you can get a plant, you probably will never be prosecuted for anything, even if you happened to make a kitchen extraction and light up, and then tell us about it. Ahahaha.
